You just need to make sure you have enough rooms for all your dwarves. Dwarves will seek to claim an unclaimed room when they look for a bed. If theres a free room, a dwarf will usually claim it if he needs to sleep. If any regular dwarf has a more valuable room than the count, the count will be unhappy. So let's say that your fortress is a county, so your count is your highest ranked noble. If you stay on top of it, it is much easier to just assign them rooms as soon as they arrive so they stay happy. Edit: One last thing, your nobles will want more valuable rooms than anyone below them in rank. Other objects and decor, such as tables and statues, can be placed later within the room to increase its appeal. They do, but it takes a long while for them to choose.
